| I will tell you that I find it terribly annoying when either of these 2 things happen: 1. Sellers charge PayPal fees. Seriously, from big to small business, its the most convenient way to send money. In 2010, it makes sense to build in the fees to the item cost and make discounts/exceptions for local/cash sales. PayPal doesn't restrict this practice but urges sellers not to use an extra fee for taking PayPal payments. 2. Sellers don't ship until they transfer the money into their bank account (especially if they are not upfront about it). I've had sellers wait to ship until money is in their bank account with no warning before the transaction. Last I looked, this WAS against PayPal policy. Good luck with your wheel locks. I would have tried to be more patient based on the request and location.
